Status of the PLUi, PLUiH and PLUiHD in Brittany

Data as at 01/04/2022 Last update: 28/03/2022 For her: Local Urbanisation Plan Intercommunal The Law on Access to Housing and Renovated Urban Planning (ALUR) makes the communities of municipalities and conurbation communities competent under PLU law within 3 years. AS OF MARCH 27, 2017: EPCI are competent to develop a PLUi unless a blocking minority of at least 25 % of the municipalities representing 20 % of the population has been implemented three months earlier. The Local Urbanisation Plan Intercommunal (PLUi) makes it possible to bring sectoral policies into coherence. It defines the priorities for spatial planning in such a way as to reconcile in particular the challenges of housing construction, mobility, moderation of space consumption, development of economic activities, quality of living environment. It offers the choice to integrate, in the spatial planning project, habitat policy (PLUi instead of PLH) and transport and travel policy (PLUi instead of PDU). The PLUi allows the municipalities of an EPCI to endow their territory with an operational project, in line with the reality of the functioning and organisation of the territories. Indeed, most of the daily activities are now deployed beyond the municipal borders: commercial activities, commuting to work...Working at the level of the intercommunality makes it possible to reconcile these different needs while at the same time enhancing the complementarity of the municipalities. The PLUi enables the pooling of resources and skills in a territory expanded, coherent and balanced. It expresses solidarity between the municipalities, by making it possible to achieve savings in the consumption of land, to value the qualities and assets of the territory (patrimony, culture, etc.), to strengthen the weight of the projects carried out by the local assemblies. The Intercommunal Local Planning Plan (LUI), as a tool to bring sectoral policies into coherence, offers the choice of integrating, in the spatial planning project, housing policy (PLUi instead of PLH) and transport and travel policy (PLUi instead of PDU). PLUiHD: Status of the PLUi in lieu of PLH and PDU in Brittany Communities of municipalities competent for housing with more than 50,000 inhabitants comprising at least one municipality with more than 15,000 inhabitants, urban communities, urban communities and metropolises have an obligation to have a local housing programme (PLH). The Intercommunal Local Planning Plan (LUI), as a tool to bring sectoral policies into coherence, offers the choice to integrate, in the spatial planning project, housing (PLUi instead of PLH) and transport and travel policy if intercommunality is also, for the latter, also urban transport organising authority (PLUi instead of PLH and PDU).
