Water storage areas and primary wetlands
Description
Primary wetlands are low-lying areas (designated as such) near towns and villages that provide space for water storage in case of heavy precipitation. In the primary wetlands, the importance of the water is framed. There is no room here for initiatives that hinder the water collection function. This does not mean that developments are excluded: For example, new buildings are allowed, provided that the water storage capacity is not affected. New capital-intensive functions are excluded as much as possible because of the risk of damage. Water storage areas are areas that are used for water collection at high tide. The areas have been made suitable for this by installing water management works such as dikes, quays and inlet works. The polders Noord en Zuid Meene (municipality of Hardenberg), the Beulakerpolder (municipality of Steenwijkerland) and Wetering Oost en West (municipality of Steenwijkerland) have been designated as water storage areas. This function must be maintained. The importance of water is paramount here. Developments that are in conflict with this are prevented. Construction may be carried out in water storage areas provided that this does not affect the capacity to store water (e.g. by building on piles). In addition, new capital-intensive functions are excluded as much as possible in connection with damage costs. Water storage areas have been designated as areas where water can be retained in extreme situations to prevent overloading of drainage systems and waterlogging in places where it causes more damage.
