When calculating price indices, it is necessary to compare not only the prices but also the characteristics of the goods. For real estate, a particularly high proportion of the observed price difference between the properties is due to their different characteristics. Real estate is considered to be extremely heterogeneous. Houses and apartments differ in numerous properties and to a much higher degree from each other than consumer and industrial goods. Accordingly, there is a risk of distortion in a property price index if the quality differences between the goods traded in two consecutive periods are not sufficiently taken into account. In order to make the prices of different properties comparable, the Federal Statistical Office (BFS) applies a quality adjustment procedure. By means of this, it filters out the price difference, which can be explained by the different quality of the individual objects. The Swiss Housing Price Index (IMPI), which is the subject of this publication, uses a stratification and a hedonic model of the “Hedonic Repricing” type. This brochure explains the approach of the SFS in the derivation of the model.
