National Classification of Occupations and Occupations in the Republic of Bulgaria

Description

The National Classification of Occupations and Jobs in the Republic of Bulgaria is applied by all enterprises and organisations, regardless of the form of ownership. It is designed to ensure unity in the definition, grouping and differentiation of positions and in the approach to their use, in the management of labour and labour relations. In view of the requirements of Article 66(4) of the Labour Code, upon conclusion, change or termination of employment relationships in the country, the title of the post shall be determined in accordance with the National Classification of Occupations and Jobs (NCC). According to the Commission Recommendation of 29.10.2009 and Regulation (EC) No 1022/2009 (OJ L 283 of 30 October 2009), the Republic of Bulgaria has aligned the UCTD with the International Standard Classification of Occupations (ISCO) developed by the International Labour Organisation and structurally and conceptually follows the principles on which ISCO is built. The development and implementation of the UCT, meeting international standards, provides conditions for collecting, classifying and aggregating information on the professional and job structure of the population, creating opportunities for international comparisons and for wide exchange of information in this field. The terms and conditions for the use, updating and maintenance of the UCT are laid down in the Implementing Rules of the UCTD. In accordance with Article 14(1) of the Rules, the classification is updated by an order of the Minister of Labour and Social Policy, after consultation with the President of the National Statistical Institute. High-level changes – class, subclass and group – are only made in case of changes in the ISCO, and changes to the list of posts are made in the event of the identification of duplication of official titles or when new posts arise. Changes to the list of posts may be made once a year, with effect from 1 January of the following calendar year. In the event that changes to the list of posts are required by changes in the legal framework, they may also enter into force in the course of the calendar year exceptionally. The files present UCT in two fields – “Code” and “Name” The UCTD has four hierarchical levels: class, subclass, group and single group. The schematic of the UCT position code is: X – Class marked by an unambiguous numerical code XX – Subclass marked with a two-digit numeric code XXX – Group marked with a three-digit numeric code XXX – Single group denoted by a four-digit numerical code XXXX XXXX – Function marked by an eight-digit numerical code in which the first four characters indicate the single group, the fifth character indicates the minimum level of education and qualification for the position, and the last three digits are a serial number of the position in the single group.
