Description
The land use plan (FNP) outlines the type of land use for the entire area of a municipality. This is based on the intended development of the municipality and the predictable urban planning needs derived from it.
On 15 April 1999, the city council adopted the drafting decision for the new land use plan for the state capital Dresden in the city limits of 1 January 1999 due to the territorial reform and manifold changes in the planning bases.
The development of the new land use plan was preceded by various city-wide plans, which formed the basis for the present draft. In addition to the Integrated Urban Development Concept (INSEK) from 2002, these were above all the spatial model of 2005 and the guidelines formulated in this context as objectives of the new land use plan. These plans have meanwhile been replaced by the INSEK "Zukunft Dresden 2025+" from 2016, the first update of which took place on 13/14 September 2016. It was approved by the City Council in December 2018.
For the first time in 2009, the public had the opportunity to participate in the preparation process for the new land use plan. The proposed amendments to the preliminary draft FNP have been weighed and incorporated into the draft FNP.
The plan has been revised in several stages since 2009. This was due to many influencing factors and the numerous institutions and committees involved in the process. After an intensive discussion, the Committee on Urban Development and Construction adopted the clearance decision on the public interpretation of the draft FNP on 16 June 2014.
The public interpretation of the draft of the new FNP Dresden took place from 26 February to 10 April 2015 inclusive. All citizens had the opportunity to find out about the land use plan, to discuss it and to give their opinion. After the end of the participation, all proposals were reviewed, evaluated and incorporated into the FNP.
The current draft FNP has been amended in individual presentations compared to the planned version, which was designed in 2015. It was therefore re-opened to the public in the period from 6 July to 7 August 2018. All citizens were once again given the opportunity to submit opinions; however, it was limited to the amended parts of the draft FNP. The environmental report on the current state of play of the draft FNP was subsequently redrafted and discussed in the second reinterpretation from 1 February to 5 March 2019.
Subsequently, on 6 June 2019, the City Council decided on the weighing up of all comments from the public interpretations and adopted the declaratory decision on the FNP. In a separate decision point, it was determined that individual areas should be excluded from the presentation. These so-called "white areas" have been incorporated into the main plan and the explanatory text has been supplemented. This plan (version of 6 June 2019) was submitted to the Saxony State Directorate for approval and was approved on 3 June 2019. December 2019 with ancillary provisions approved.
After incorporation of the ancillary provisions (among other things, further individual areas were excluded from the presentation), the resulting plan version of 31 January 2020 was drawn up by the Lord Mayor on 11 September 2020. With the public announcement in the Dresden Official Journal No. 43/2020, the land use plan became legally effective on 22 October 2020.
In its presentations, the land use plan follows the overarching goals of urban development.
The land use plan consists of the main plan (original scale 1:15,000, topographical map basis as orientation aid, no plot-specific representations), the explanatory text with supplementary plans and the environmental report.
