Flood-producing areas

Description

Flood-producing areas are areas, in particular in the low mountain and hilly landscapes, in which heavy precipitation or snowmelt can cause strong above-ground runoff in a short time, which can lead to a flood risk in the flowing waters and thus to a significant threat to public safety and order (Section 76(1) sentence 1 SächsWG). The designation of flood-producing areas as a statutory instrument is a measure for flood prevention of the Free State of Saxony. The restrictions in the ordinance area are intended to prevent flood damage or to minimise it as far as possible. The aim is to prevent the risk of flooding from being further increased by construction or other measures that promote runoff and impede infiltration. The water infiltration and retention capacity of the areas in which the increased probability of heavy precipitation coincides with terrain morphology, e.g. characterised by steep gradients, which promotes rapid runoff, is of considerable importance for the occurrence or extent of flood events. The Upper Water Authority (Landesdirektion Sachsen) determines the flood areas by statutory instrument.
