The Accident Ordinance (StöV or 12. BImSchV in Germany, StFV in Switzerland) or Industrial Accident Ordinance (IUV, Austria) is an ordinance intended to regulate the protection of people and the environment from the consequences of sudden incidents in technical installations with the withdrawal of dangerous substances. It does not regulate the damage caused by excessive emissions. It transposes the requirements of the European Seveso II Directive into national law. The Damage Ordinance applies to all operating areas (e.g. production facilities, warehouses) in which hazardous substances are present above a so-called quantity threshold. The operators of the affected areas are obliged by the Accidents Ordinance to take safety precautions to avoid incidents from the outset, to immediately identify and act accordingly and to minimise their impact on humans and the environment as much as possible.
