Description

The update of the Monitoring Social Urban Development 2008 presented here evaluates socio-structural data for the observation period 31.12.2006 to 31.12.2007 at the level of the 338 traffic cells (Vz). The indicators and indices subsequently calculated for the 447 planning spaces (smallest level of living spaces / LOR) are published under "Data for the 2008 Report (LOR)" This calculation could only be carried out retrospectively, as not all the necessary data were available at LOR level at the time of the preparation of the monitoring in 2008. With the update of the monitoring of social urban development in 2008, the statistical procedure of the stepped index calculation is continued analogous to the monitoring in 2007. This method allows a better mapping of the change of areas over a longer period of time. The 12 indicators of the 2007 monitoring exercise will be maintained, with a slight modification of the unemployment indicators: here is now referring to persons between 15 and 65 years, instead of 18-60 years. Since 2007, a distinction has been made between indicators that describe the social situation in a neighbourhood ("status") and indicators that are intended to change the population of the area in the past year ("dynamics"). Status indicators include unemployment, transfer and demographic data; data on mobility (selective migrations) and changes in individual status indicators. From the six status and the six dynamic indicators, a status and a dynamic index are initially formed in the stepped calculation method. In a next step, the development index is calculated from the status and dynamics index in a ratio of 3:2. The development index shows the social problems in the area as a value: The higher the value, the higher the social problem. According to the established ranking of the regions, deciles (each 10%) are formed and grouped into four groups of the development index: high (top 20%), medium (60%), low (second to last 10%) and very low development index (last 10%). According to these quantitative findings, urban development policy intervention is required in areas with very low development needs, and intervention and prevention is required in areas with low development needs. For the concrete definition of measures in the individual areas, in-depth and in particular qualitative considerations are required in addition to the quantitative analysis. The finding of the quantitative analysis 2008 is similar to that of the Monitoring Social Urban Development 2007: The western inner city areas are, as in the past, the most problematic types of areas in Berlin. Spatial concentrations are present in Neukölln-Nord, Wedding, Moabit and Kreuzberg-Nord. On the outskirts of the city, negative development tendencies (Marzahn-Hellersdorf, Spandau) have been consolidated in the large settlement areas and partially expanded spatially. The eastern inner-city areas, on the other hand, have continued to stabilize.
