Programme backdrop of the Lower Saxony Water Landscapes Action Programme - Areas of particular importance in terms of nature conservation with reference to floodplains (point)

Description

The feature class consists of the following topics: • Occurrence of beavers (December 2014)• Occurrence of otters (December 2015) • Occurrence of white stork (December 2014)• Occurrence of black stork (December 2014)In the preparation of the national programme and its specification at the regional level, certain characteristic animal and plant species of Annex II to the Habitats Directive with occurrences in Lower Saxony water landscapes must be taken into account, for the protection of which the maintenance or improvement of the water status and the water balance is an important factor. Examples include, in particular, the target species of the previous nature conservation programmes: Beavers and otters are priority and particularly vulnerable species of large-scale and diverse natural river landscapes. Protection and development of these water-bound species are core objectives of nature conservation in Lower Saxony. The priority areas of their distribution in aquatic landscapes, including their food areas and action areas, some of which are located outside the floodplain or in floodplain margins, play an essential role in defining and concretising the programme backdrop and must be taken into account when setting priorities. In the case of otters, these floodplains correspond to the production backdrops of the (previous) otter programme. White stork and black stork are also priority and vulnerable species with strong water and moisture binding habitats. The white stork has its main distribution mainly in the river valleys of the Elbe, Weser and Aller. Here, the close interlinking of breeding habitats and grassland-dominated food habitats in the floodplains, but also outside, is particularly noteworthy. The action areas of the white storks, their breeding sites and their well-known food areas outside the floodplains are therefore taken into account in the program development. In terms of its food habitats, the black stork is more dependent on watercourses than the white stork. Since the black stork also uses smaller creek valleys (including in the mountains) as food habitats, in addition to known breeding habitats, especially the food habitats are included in the backdrop.
