Mapping of the stakes for the development of onshore wind in Brittany

The objective of this study is to better characterise the key issues for the development of onshore wind in Brittany. The aim is to map the issues or constraints that need to be taken into account when developing a wind farm. The study presented here is not regulatory work and does not create any authorisation or additional prohibition. At the regional level, this mapping allows us to visualise the spaces most conducive to the development of wind power in Brittany. At the level of the wind project, it makes it possible to characterise the main information known, and to guide the impact assessment as best as possible. This work may be useful for the territories responsible for drawing up a territorial air energy climate plan (PCAET), in estimating wind power generation capacity. It is also useful when investigating wind farms for the state services responsible for issuing an opinion. Labour Principle: I — Determination of suitable areas for wind power in the light of distance to dwellings and taking into account wind data. In Brittany, the predominant stake in determining areas suitable for wind energy is the regulatory obligation to move away from homes by more than 500 m. Since the territory of Brittany is highly dispersed, the areas where wind turbines (mast height greater than 50 m) can be installed are of limited surface area and “spattered” throughout the territory. The first stage of this work has therefore made it possible to identify the areas known as ‘enabled areas’ in view of: the distance to the dwellings and taking into account any change of destination; — wind data. II — Mapping of the challenges and constraints for the development of wind turbines. By knowing these areas, the work then consisted of studying the issues or constraints known for the development of wind turbines. It is not a question of defining regulatory possibilities for siting, but of studying the feasibility of constructing a wind farm. Reading cards: The maps presented in this report are unreadable at the regional level. All data can be accessed in GIS format, making it easier to read at the level of a project or municipality. Annexes containing EPCI scale maps have also been produced. Dissemination: This study is intended to be made available on the Internet (the website of the State services in Côtes-d’Armor, GeoBretagne, DREAL website). It may be part of the information provided by the State to the territories for the preparation of territorial air energy climate plans (PCAETs).
