Monitoring Social Urban Development 2021

Description

The monitoring of social urban development is created as a continuous urban observation system of socio-spatial development. It serves as an early warning system for the identification of area-related needs for action in social urban development. The update of the 2021 Monitoring of Social Urban Development (MSS 2021) covers the observation period of 2019 and 2020 (data status: 31.12.2018 - 31.12.2020). In turn, it was performed as a stepped index method on the spatial level of the planning spaces. In the course of the updates, the monitoring of social urban development has been further developed in accordance with changed framework conditions: The indicators have been adjusted due to improved data availability and legislative changes, and the methodology has been made more transparent to allow for better time series comparisons. A major modification was the conversion of the spatial level from the 338 traffic cells (Vz) to the 447 planning spaces (PLR), which was made possible in 2006 by the decision of the Senate on the definition of living environment-oriented spaces (LOR). There are minor adjustments compared to the previous monitoring procedure. The most important change is the use of the new boundaries of the Living Spaces (LOR) with PLR 542 from 01.01.2021. These LOR modifications include divisions, mergers, name changes and ID changes, as well as partially redevelopment of planning spaces. After modifications in 2002 and 2007, a further development of the methodological foundations took place with the update of the MSS 2013. As a result, the set of indicators for index formation was reduced and the method of standardization was modified. The MSS 2021 is based on three index indicators unemployment (SGB II), transfer reference (SGB II and XII) and child poverty (transfer reference SGB II of under 15-year-olds), which are used to form a status and a dynamics index. From the superimposition of the four classes of the status index (high, medium, low, very low) and the three classes of the dynamic index (positive, stable, negative), the overall index of social inequality is determined in a total of 12 forms, to which the 536 planning spaces considered are assigned. 6 planning rooms are excluded from consideration. In addition to the three index indicators, a further 17 context indicators are offered in MSS 2021.
